If your budget is tight, I would look for a Haswell i5-4xxx and pair it up with a GTX 1060 6GB. Along with the extra system memory you mentioned. You don't need to pay extra for a K series processor since you won't be utilizing the unlocked multiplier.

That combo will play most any game at Ultra/60 Hz @ 1080p.

If you mean for gaming yes, as long as you realize you won't be able to OC the "K" series processor with that board. But if you are just going for the extra Hz of the K, fine. That build would be unbalanced with the GTX 1050 Ti however. If this is for gaming, you may be better spending less on the CPU and more on the GPU.

For the price of the 4790K could you get a Ryzen 1600 and a good motherboard which would be my choice.
If you want to look at parts used look at a quadcore (like 4570/4590/4690) to go with that gpu which would be good enough to play at good settings.

if your gonna sink money into this....better off just building new. IMHO.... especially that your thinking about getting an i7 CPU...

cheapest i5----175 bucks
even a xeon quad core not hyperthreaded was 200 bucks...
its obsurd that its 4 generations back and they are more expensive now then they were....

Can't say for 100%, since I don't know what case it is in. But the stock CPU cooler is fine for a non-OC'ed processor in a case with decent ventilation. No sense spending any more , tho. You'll be getting into new PC prices if you do.

Can't tell much from looking at the front. But if it has at least a front intake and a rear exhaust, you should be fine with the stock cooling on the CPU. I would suggest however, you back off to a lesser CPU and put the money towards the gfx card. Unless you need the 8 threads and a few more MHz for other work.
Are you buying the CPU used somewhere that you found a great price? Haswells are getting hard to find new at good prices.

Hi are You sure that i can't overclock K on this motherboard? I just updated bios to F7 ver. and it have interesting features. Im new in all of this so i dont even know how to do this if its even possible.

CPU: You may be able to work with the base clock. But the multiplier is locked. Keep in mind that the board is not designed to OC on. No heat sinks on the VRMs, few power phases, and lower quality components than a board designed for OC'ing.
RAM: You can always OC RAM.
