i5 4690k gtx 1070 very low fps

Hello dear friends ,
im having hard time playing wow in raids (around 20-25fps) with my spec and lowering game settings from ultra to lowest only make like 10 fps increase


windows 10 with optimized settings(like gamedvr xbox disabled etc)
cpu is i5 4690k working on 3.7mhz+
gpu is gtx 1070
2x8 ddr3 (working on 1333mhz) cl9
750W PSU with 80+
temperatures are fine
drivers are up to date (clean install with ddu even formating whole os didnt help)
windows is up to date as well
i know its not related to wow (talked with gm's over hours , they checked my logs and they couldnt help)
i have done several tests for my cpu and ram all seem fine

i m okey with my upgrading my whole system or parts of them , i was thinking to buy r7 1700 with 2x8 cl14 and x370 mobo but after checking some benchmarks it looks like i5 4690k is more than enough for gaming.

after tons of research i've started to think my cpu might be bottlenecking because of 1333 rams ?i've tried to change dram frequency to 1866 to see if it makes any difference but it was all the same

im really confused and cannot think anything else , i appretiate for your time for reading this and any advice you can give me and sorry for my bad english :)

I have a very similar setup to yours:

I5 4690k overclocked to 4.4ghz
MSI Seahawk EK 1070
2x8 ddr3 1866
Win 10
Custom water loop

Im pushing a 144hz 1440p gsync monitor and typically running around in the world doing quests or standing around in raid waiting to pull I get between 100-144fps, during fights in raids I usually get around 80-100 fps but sometimes I dip to 60ish, in world boss fights with more people ive seen it get as low as 25fps. In my setup I have most everything turned up on my settings except shadows and viewing distance is in the middle somewhere (im at work so I cant give you exact settings). I also have vsync turned off since I have gsync. I have use a lower setting for in raids which is in the system...

For you I would suggest reseting your motherboard bios and enabling XMP for your memory as a starting point. Wow is a cpu intensive game so if something is wrong with your cpu it will impact wow a lot. Maybe try running a stability test for a few hours for both your cpu and memory.
