A few weeks ago my pc is working fine with 4gb ram installed. After a week of not using it, I tried using it but it become slower. I check the Properties of my computer and saw that there is 4gb ram installed but 2gb is only usable.

I tried swapping the memory slots (It usually solve this issue since I encontered it quite sometimes), but its not working. I check my Bios and it says 2GB memory installed and realized there is something wrong.

I tried running my pc with one stick at a time:
1 memory stick is working and the other isn't.

I insert the working stick in the 2nd memory slot, but its not booting.

Since one of the slot is working, I tried using a 4gb ram i recently bought, but its not booting, WTH!

Is there a way to fix it?

Mainboard model: A58MDP
CPU: AMD A8-7500
Windows 8.1 64bit
Memory: 1: DDR3 2GB Part No. U3A2G83-16GBHN3B00
2: DDR3 2GB Part No. M378B5773SB0-CK0
By the way, My pc is running fine with both memory stick installed, but again my problem is Bios says 2GB ram installed, my Computer properties says 4gb installed but 2gb only usable.

Solution
When installing different random memory modules together, it is not unusual for them to be incompatible with each other.

A8-5500 supports DDR3-1866MHz memory.

A8-8650 supports DDR3-2133MHz memory.

You don't list your processor model number other than "A8".

G.SKILL Sniper Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1866 (PC3 14900) Desktop Memory Model F3-14900CL9D-8GBSR
https://www.newegg.com/Product/Product.aspx?Item=N82E16820231460

The above is a single kit of 1866MHz memory.
Motherboard DIMM supported are DDR3-2600(OC)/ 2400(OC)/ 2133/ 1866/ 1600/ 1333/ 1066/ 800

Most AMD A8 models support DDR3-2133MHz memory. If memory isn't purchased together in a single kit there is no guarantee that they will work together.

If you have a question about memory I suggest you list the memory by part number so it can be easily identified.
