gtx 1070 + i5 4690k Resulting in very low fps

So to start off lets start with my specs:

Intel Core i5 4690K @ 3.50GHz
16,0GB Dual-Channel DDR3 @ 1333MHz (2x8)
Z87M-PLUS
NVIDIA GeForce GTX 1070
750w psu 80+
benq xl2430t 144hz

im having very low fps (20-25) in games mostly in cpu hungry games like world of warcraft (mostly in raids) and its same if i play on ultra or lowest settings (is that mean my cpu bottlenecking ?)

windows 10 are up to date and optimized (game dvr disabled , xbox uninstalled, nvidia on full performance , also tried formatting my harddisk and ssd and results were same :(
heats are at normal values as well
i have searched similar problems people have on this forum and one of them says its fixed after he got 1866 rams , but after changing my dram frequency to 1866 , my games were still low fps
im fine with upgrading my pc if its neccessary but i guess my spec should easily handle at least 60+ stable fps .

if only way to fix that is upgrading my pc , do you think i will be fine with r7 1700 with x370 +16gb ddr4 ram , and i've checked benchmarks with i5 4690k with r7 1700 and results were almost same so i really dont want to spend alot for almost same fps.

I've been looking for a fix on multiple forums for weeks now and never seen anything. Thanks very much for reading and every reply helps

Don't change your CPU first of all. It's not for gaming, Ryzen is expensive and shitty for games, your old i5 probably gets more gaming performance since it's close to the 4790k. You can overclock your CPU to 4Ghz.

Is your PSU high quality or? Doesn't seem that great, honestly I couldn't OC my CPU properly with +1100 until I got a proper PSU.

I also have 30 fps in WoW Legion areas at 4K (it's retarded that way, thx Blizzard) but it's not bottlenecked by anything, it's just very demanding. 20-25 is pretty low actually but you should really check other games, I'm assuming you're playing at 1440p?

Try other games before you do some radical changes. And you should aim for maybe 2133 or so on RAM, I don't know the sweet spot for your CPU. Tho normally changing the RAM can get you very few fps (like 1-5) unless it's below what your CPU works with. And on Intel's page they include 1333 so you should be fine.

first of all thank you alot for your time
im playing on 1920x1080p and i have tested pubg sometimes its around 40fps(like in the car etc) but mostly i have no trouble getting around 60+fps on medium settings.i dont know exactly what my psu is but it was advertised 80+ (like high quality)
also i have tried my rams with xmp profile enable (working on 1866mhz) and its still low fps .

i have literally spent more than 10 hours to change different settings for raiding but none of them (even the lowest of all) helped me to get more fps .

and some people with alot worse computers getting more fps than i do ,

i have tried boosting my cpu mhz to 4000 but on stress testes my computer couldnt handle it (blue screens and random restarts etc) do you think this is because my psu ?also with 4.000 mhz it gets very hot

do you think having a better cooling system for my cpu ( i have zalman atm) and with the better psu i can have better performance rather than changing whole cpu&rams and mobo ?

Only if your PSU isn't decent enough to power your PC properly, if you can't even tell what company it's made by and it's in a grey/blue default metal tin can, yes, it's pretty bad. Normally if you can see what PSU you have you can check for voltage and other details.

60 fps on medium isn't good enough. I just got pubg because I wanna actually test it and also play it. Hopefully I don't get banned for using Afterburner or EVGA. But I think at 1080p you should easily get 60 fps without streaming.

And I have a half decent cooler on my CPU from Arctic and I never keep it below +500 on a 4770k that has issues with heating. Just make sure you don't get a cooler that doesn't fit with your RAM/coolers/case.

How many fps you have on games like Witcher 3? Total War titles? Or some well known benchmark like Metro last light. Tomb raider. Pubg isn't really benchmark material. And as I said I also get shit fps in WoW Legion and I even lowered some options 1-2 tier and it was still 30 in an area.

allright i'll install witcher 3 and see how much fps i can have , btw if the wow is still installed on your computer , can you please check how many fps you can have with the lowest settings possible. (thats what conserns me most , i have no increase at all )

also i have saved our few mythic tries today while the msi after burner was open and showing the cpu ram values etc.i'll upload it as well , idk if it any helps to fix my problem.ty alot again!

It is as far as I know, no mod told me they deleted my youtube links.

I tried pubg, besides getting annoyed by 1 shot kills when I was fully armored, the game was a bit laggy at first but I can still run it 50+ fps at 4K ultra with drops to 30+. Considering I should have about twice the performance, your fps are way too low at 1080p. You really might have issues.

edit : i have 100+ fps on witcher 3 while running around on high settings as well

but im guessing wow is more cpu heavy?

not in openworlds , its pretty ok in openworld , but whenever i interact with other people it starts getting messy, like in dalaran (35-40fps) or raids (20-30)

Then we don't have the same issue, I get low fps in Azshara or Suramar.

Did you check your CPU usage and temperature? I'm thinking either your CPU needs more power(/cooler maybe), you need a new PSU maybe or try to clean your PC. I assume your internet is good since Witcher seems to run well. But Witcher barely uses the CPU most of the time
