Should be a minimum of 300w, especially if it is getting all it's power through the PCIE slot and some OEM manufacturers like Dell and HP do not supply the full 75w that the PCIE spec specifies, so it may not work.
You need to specify which Dell, and which size case. basically you can look in the technical manual at dell.com to see if your system has any PCIe slot power limits. But benerally GTX1050Ti. Zotac Mini is single slot and very helpful if you have one of the BTX Optiplexes.
Nonononononononon. The 1050 ti is too good for that old core 2 duo. There will be a bottleneck. I suggest getting a GT 1030 or a low profile GTX 750 TI.
