So i found this PC on craigslist for $300. The guy said he paid over $500, barely used it, and now its taking up space so, he wants to sell it. He said its currently using Lenox which i would like to change to windows if possible ( im new to PC sorry for my ignorance).. I totaled the parts he gave me on amazon and it came out to about $520. He said if it doesn't run he will refund me my money and he agreed to put that in writing. Basically i had a budget of about $600 and wanted something that i could play GTA V with. Is this something that could use a couple more hundred in upgrades and is it easily upgradable? I apologize for the lengthy post... thank you in advance.

Thats actually a pretty good specifications for that price. You should go for it. At that $300 price, its a steal. Its even better a deal considering you are getting this build for the price of a console. You should totally go for it. But do check the seller and check out the components.
And moreover if you are looking to upgrade, then you can easily get the i7 7700k with your remaining budget or get yourself a i5 7600k and get another 8 GB Ballistik RAM and also get a custom cooler.

Okay great ill be sure to look into that. Is it a pain to switch over to Windows from Linux or is that fairly easy to do?

No, actually its pretty easy. Actually, switching over to linux or mac is a little uneasy but people tend to adapt over time. No issues there.
