CPU light on motherboard constantly on, no signal to montior (new and compatable)

My computer recently suffered from overvoltage. The results of this made it so my computer refused to turn on. I decided to start replacing parts.
Figuring there was little chance my PSU survived, I bought a new one; EVGA BQ 750W Hybrid Modular 80+
Still nothing. I therefore bought an "upgrade pack", simply a package containing a motherboard, CPU, RAM and CPU-cooling, all which are compatable.
The pack contained:
MSI B350 Tomahawk, AM4-Socket
AMD Ryzen 5 1600X
Crucial Ballistix Sport LT DDR4 16GB
Alpenföhn Ben Nevis CPU-cooler

After installation I noticed no issue turning the machine on. However it would seem my GPU had gone as well, however the case hadn't.

I then bought a used Asus GTX Titan X 12GB (Maxwell). Before you consider it may be broken. The man I bought it off stated he had tested it, didn't know of my computer problems, but let me take it home to test it before paying. Which is what I did.

The GPU lit up, fan running like it should. However no signal to my monitor. I thought maybe my monitor had gone as well. Testing it on an older computer showed that I knew for certain the VGA/D-sub was functioning. So I used a VGA-DVI adapter and plugged it in. No signal.

I noticed that on the motherboard, above the motherboard's power cable, the red LED that said CPU was constantly on. I knew it was an issue seing as none of the other lights (boot, DRAM, VGA) weren't on.

If anyone knows what the issue could be, please let me know. I've been wondering if it's a production error, seeing as it's not uncommon on motherboards. Either way any advice would be helpful.

if the red led of cpu stil on means system does not detect use your board manual to see how to reset bios also did you use slot 2 and 4 for ram .
