New PC build keeps restarting

Building a new pc for my parents. My second build (last one 2 years ago). Amd a6 cpu, asus mobo, 8gb hyperx ram, corsair vs450 psu, seagate barracuda 1tb hdd (Will post more accurate details if needed).

I can power on the system fine, and it will output signal to the monitor, I can even enter bios, but after 5-15 seconds it will reboot/restart itself and won't stop. Even after I've got into bios as I said... I have no clue what's going on with it. What could be at fault for this? Would be very greatly appreciated if someone has an idea of how to solve this without having to spend more money or time sending it to a shop or replacing a component! Thanks!
 
The obvious candidates are:
Cooling
cold-solder joint

Start by stripping your system down. Boot with just a stick of ram and the onboard video.
The HD, 2nd ram stick, etc should not be connected.

Next try known good hardware. Borrow some ram from a good system with compatible ram (should be DDR3).
Try a different video card.

next try your parents parts in the other system.

Eliminate/control your variables.

I don't think cooling can be an issue as when the bios is on it shows the mobo and cpu temps at like 24-34 degrees C I'm pretty sure. (One time the bios froze though and I couldn't use he mouse or in but idk if this is helpful in identifying the issue)

I tried disconnecting the hdd and optical drive (there is only one stick of 8gb ram) and I can't exactly use components from their old system as it is very old with dusty ddr2 2gb ram etc. I also don't see the point in installing a spare gpu to test with as I'm just using a standalone apu in this system but thanks anyway for the suggestion :)

I tried booting with a different 8gb stick of ram (corsair vengeance) and so far the problem doesn't seem to be occurring. Therefore I think it may be something to do with the hyperx ram I had that was causing the issue? Any ideas?
