cpu speed goes very slow after using new power supply

Sorry that this is a long one, my laptop is an HP ENVY Notebook - 17 - k251na (energy star) with an i7 5500u cpu. Recently the power supply it came with stoped working and no longer charges the laptop. I have bought a new charger however it is not from HP. I now have a 90w universal auto voltage power supply from maplin. Although this new power supply does charge my laptop correctly, for some reason my cpu speed drops from the 2.0 range all the way down to 0.48 and stays at that speed no matter what I do. If I then take out the power supply the speed goes up to 0.70 and never any higher. The only way I can get the laptop to return to normal speed is by turning it of and restarting and then avoid using the charger again. I have tried to see if it's somthing to do with the power settings but everything seems fine there and any changes make zero difference. Can anyone please tell me what might be going wrong. I have also checked the temperature of the cpu and that seems to be normal as well. Is there a problem with the new power supply or my laptop thank you for any help you can give.
 
Solution
Try borrowing from someone you know that has an original charger just like the one you had before (same specs) and then you will know where the problem is.
