Network issue under Win 7 "Control Panel\Network and Internet\Network Connections" is empty

So I fear I may have to flush this drive and reinstall but I ask the community in case I have missed something.

system HP Desktop
problem: system has a Realtek Network Card, I can see it in Device manager (with a yellow triangle on it) but cannot get it to work

please read through before suggestions.

I have downloaded official drivers from Hp for the system and OS and it seems to go through the install properly (no errors) yet the hardware doesn't want to initialise.

the quick fix would be to turn off that device in bios, and slap another nic inside it and be done.
problem the NIC I have are long slots pcie and this board seemingly has older pci card slots
so I plugged a USB wifi to see (what I have on hand) if I can use it.

And this is where things get bizarre ;

the Wifi (netgear WNA3100) drivers which I have tested on other PC's many times (its my quick hotshot network device to get drivers on pc's to be loaded), during driver install pauses half way during the install and fails (*unable to see hardware*) and windows then tries to install drivers and fails. (yes I downloaded a fresh copy from netgear directly to make sure it wasn't the drivers and ever used a different usb device to make sure it wasn't it either. as well as trying different USB ports for the Wifi device to plug in (windows sees it properly getting plugged in but refuses toi install drivers)

if you go to control panel > network and internet > network connections. this is blank.. no devices what so ever, I never have seen that, it should show the wired and wifi devices even if not enabled/disconnected.

I ran the usual; registry cleaner, anti-malware, ADWCleaner, and nothing pops up as the cause.
there is no "previous versions to go back as it was turned off"

any ideas, before I just take data off this HDD and reinstall windows 7 ? (no will not go to windows 10, it s an X4 512 with 4gb of ram.)
 
Solution
so as for an answer : windows 7 system files seemingly were corrupt, I plugged in a Windows 10 Upgrade Usb and ran it, after the upgrade everything on the system is working beautifully. So it wasn't a hardware issue in the end.

pnp failure on mobo has simptoms similar to this (normally its sound cards that show up as hardware issues first), fastest and cheapest test is to take your pcie out and plug into another pc. if it works then your mobo is dying.
