Sandisk is cheaper and the Toshiba is already the lowest price you can get for that amount of space. In terms of maximizing utility and best savings my option seems better to me.. unless I am missing something here.

I read some reviews and it seems the Samsung makes PC's very fast, do you recommend switching over to the Samsung for my storage , and keeping the Toshiba for my extra storage as it is the best bang for my buck, or keeping my original storage plan?

Sorry if i sound noob, but why is the seagate barracuda better then the tobisha, and what makes you think the samsung is the better pick?
