Brand new PC completely dead

So I recently helped my brother to build a gaming PC. I have built my own gaming PC and helped a couple of friends with their builds so i have some experience. I built the PC without any real issues except that the CPU came out of its socket when we took of the heatsink to remount it. The problem is that the PC wont boot and doesnt show a single sign of life apart from some LED trails on the motherboard that are just there for looks (no fans no nothing). I´ve tested if the build would boot with my powersupply that surely works and I also tested to bridge the powerbutton pins but no good. Could I have damaged the CPU when it came out of its socket or is it a case of a dead motherboard cause from what I have heard there should still be some sort of beep sounds even if the CPU is broken... Please help me...
Parts List:
CPU- AMD Ryzen 3 1200
Motherboard- Asus Prime B-350M-A
RAM- Kingston HyperX Fury DDR4 8
GPU- MSI 1050Ti Aero ITX 4GB

Note! Twist in a clock and anti-clockwise rotational direction, which creates a shear force in the thermal interface. Failure to break the adhesion seal between the HSF and the processor may result in pulling the processor out of the socket, possibly resulting in processor and / or socket damage

Shouldn't the PC still turn on and then crash if the CPU is broken or can it completely kill it? And is it more likely that i will have to get a new CPU or new Mobo?
