HELP! Abysmal frame latency ("frametime") issues on a high end pc! (GTX 1070; I7 7700K)

Hello, everyone.
I'm experiencing horrific micro-stuttering issues in all games I've played since I've recently build my PC.
So far I played the Witcher 2 (Enhanced Edition), Total War: Warhammer and Deus Ex Mankind Divided (all latest versions) and it all plays like sh*t. By usingMSI Afterburner I can see that I'm hitting high framerates, always above 60fps but the games still look like they're stuttering and feel very choppy.
I'll put the images from MSI Afterburner below from playing Deus Ex Mankind Divided, so I hope someone can tell me if they see something wrong with the results. I'm pretty desperate to find out what's going on since I payed a lot for this PC and the performance is just not there.
I would like to add that I have all updated drivers, no SSD and have put "Prefer maximum performance" in the Nvidia Control Panel and a "High performance" power option. Also, I'm not having any overheating issues (GPU never goes above 66 and CPU never above 75 degrees)

the GPU is flat out maxed out. Hard to believe a 1070 would max out like that on some old titles. what resolution are you playing in? that has to be more then 1080p.

EDIT: oh, dues ex; yeah that one is a card melter for no good reason. at max graphic settings it won't even hit 80fps in 1080p on a TitanX, which is about 30-40% more card then you have. here is a link to a review, check out the 1070 in it. it's struggling to get to 60fps at high settings.

It's mostly at 99% when it's not randomly dropping (which coincides with frametime spikes).
I'm playing at 1080p, but I've seen other people playing it with the same gpu and settings and they have very similar usage as me. I don't think that it's strange seeing how Mankind Divided is still regarded as one of the most demanding games out there. I'm playing at ultra quality btw, but turning the settings down doesn't fix the micro-stutter/frametime issue.

EDIT: Oh good I was worried for a moment for my gpu xD
 


yeah, turn on vsync, you'll not get more then 60fps in dues ex with a 1070 in the best of situations. might as well smooth out the play experience with vsync. A titan x will struggle with that title in ultra.

I've tried that doesn't help. Like I said, It's not a fps issue since I never drop below 60 even on ultra settings, it's a micro-stutter issue which persists even after turning V-sync on. No matter what I do with v-sync settings the frametime which should be at 16.6ms when the fps is at 60fps is constantly spiking so the game still looks like it's stuttering.

Yeah GPU usage looks a bit choppy, frame times are bad. With vsync off GPU usage should go to 100% with any GPU assuming the game does not have an engine fps cap and you have no cpu bottleneck. I know this happened on multiple games but I would like to see the graphs with a benchmark like heaven or firestrike running so I can rule out the games completely.

This latency can be caused by a bunch things, however, it's apparently only in a couple of games. Here's a fix that works on AC4. Assuming you're on windows 10 press ctrl+alt+del and then press escape key to get to desktop. From there open up your task manager and right click on the game. Select go to details then right click the game again and go to set affinity. From here simply disable one core and click ok then go back in and enable it. Then go back to the game by clicking on its icon in taskbar. DO NOT ALT+TAB!! By doing this it'll force the game to recognize all cores and balance the load across all of them instead of putting a heavy load on the first core and barely using the rest.

This should be done while the game is loaded into the game world. And if this works for you then awesome. Unfortunately you will have to do this every time you play the game. So load up a saved game and get in game then do this trick.

Oh sorry forgot to come back to this.

I really don't know what is causing this. I can make a few guesses. First, graphics driver issue (maybe try DDU and reinstall them) or something messed up within windows. Second, horribly bad hard drive performance can cause stuttering, long load times, and texture pop in in some games, I would bench your hard drive and make sure it is performing as it should be. Third this is probably least likely but still worth mentioning, some kind of weird power issue, your power supply is not very good so I would not rule that out. I have seen high end systems like yours paired with lackluster power supplies do some odd things under load.
