Computer powers off after a split second

Ok, so this issue is completely my fault as I accidentally spilled a small amount of tea through my top case fan sitting directly above my GPU due to kicking a box I left on the ground as I walked past it.

The issue is that the fans, LEDs, etc all power on momentarily then instantly turn off, and I need to unplug and plug back in the power cable for the PSU in order to get the same response, otherwise nothing happens as far as I can see.

At present I have no idea if the GPU is functional as I cannot get the PC to power on however I have tested the PSU and have found that it will only power the case fans, drives etc for longer than a split second if the 8 pin connector for the CPU is not plugged in, in which case it seems to power them all fine. So is the issue with my motherboard/CPU or my PSU?

PSU: Corsair CX430
Motherboard: ASRock H170A-X1/3.1
CPU: i5-6500
GPU: Zotac GeForce GTX 1060 6GB 6GB AMP!

It's been roughly a 5 or 6 days so I assume it has been and I can also see what appears to be a small dried tea mark on my GPU though it thankfully seems to be out the way. The system WILL power on with the GPU inserted as long as the CPU power cable is not connected. Sadly while I do have an old PC for spare parts, I fear it is too old, we are talking 10+ years, the motherboard will not seat my current GPU for testing and the power supply unit it has doesn't appear to have a 8pin connector for my CPU, though it could be my ignorance.

So I just found out I can use 20pin and 4 pin connectors so I could use an old PSU to test. Inserted the 20 pin connector and all my fans/LEDs powered on again fine as they should, as soon as the CPU power cable went in, same issue, Fans/LEDs come on for a moment and instantly die. So I am going to assume this is a motherboard issue? And if it is, is it even possible that this is a shorting issue as it only happens when the CPU is receiving power? Never really understood electrical circuits.

Ok, an update. I just bought a new mobo and have assembled it together, this time my PC will boot for about 3 seconds and then turn itself off, however, this motherboard seems to be able to turn the computer back on by its own freewill and will continue to try to boot. The interesting thing about this one is that it the CPU power cable has no affect on whether the rig runs or not, which has sent me back to square 1. Really at a loss here.
 


Okay, Remove everything from the system and assemble it outside the case.

Clean EVERYTHING the re assemble outside the case and test. If it's working there's something in your case.

Sorry it's taking me so long to update, I am constantly running from my uni home to my normal home due to medical appointments so it's hard for me to get anything done.

I cleaned everything and assembled everything outside the case and it made no difference. Something I noticed though that my CPU fan in my new motherboard would not work in CPU_FAN but it would work in CPU_OPT however having it work made the mobo shut off quicker, so possible PSU issue? I should also mention I have ruled out the CPU and fan being an issue as I have RMA'd them (despite the fact they should be working as my issue persists, they sent me a new one anyway).
