PC not working right

Ok this happened today. I was just playi ng games on my computer and then the power in the whole house went out for a split second (stormy weather) and then it automatically turned on.my computer boots up like normal, but when I entered my desktop, my network said no connections available. Also, I can't access ANY .exe. applications because it said side by side configuration is incorrect. I can't even access my search in the taskbar, can't access task manager, can't run as administrator, can't access settings or device manager, can't do system restore or anything. Only thing I can do is basically access file explorer. My router, modem and
Wi-Fi are working properly. I am assuming that something somewhere the files are corrupted or something. I don't know but I need help right away. I dont know if it has affected factory reset or something but i am having a nightmare right now. I don't wanna have to a factory reset and delete EVERYTHING again. Any help would be appreciated.

Ok i have managed to fix my gaming mouse. It still says the system does not detect it but the mouse finally works. What i have done was to download a program called LoadConfig (FB550 24SSOP).exe for the Luom Software and use a a another config file. I have the corerix G10 Gaming Mouse if you need to know for additional information. But what I am worried about is do I have to use the same program over and over again everytime i boot up my computer. I really hope not but if I have to, its not a big deal its a quick process.

Sounds like a your SSD or HDD was corrupted. It is odd how you can boot into windows, but none of those work as you described. Any chance you can boot into safe mode? Running chkdsk might help; however this could could take several hours to run https://neosmart.net/wiki/chkdsk/

Is your computer connected to a surge protector? To prevent something like this from happening again, you will need a UPS.

Try running a memtest off a USB. My next guess would be that some prefetching files were corrupted. You could try deleting those with CCleaner. Otherwise, a full reformat might be necessary. Try looking into creating a partition only for Windows, so if you ever need to reformat, you can only reformat the partition and leave your other files alone like games, movies, etc.

OK i had to reset my whole computer to its original state when i first bought it. im still testing it for other problems but ill let you know of one of them right now. Now the problem is that now my gaming mouse does not work. It was working a while ago when i was readying my PC and a little after that but now it does not work. I have tried all the USB ports and till cant get it to work. I have a gaming mouse by the way. The light is on blinking slowly on the top, but the laser light underneath the mouse is not working. Now how do I fix that?
