Can I readjust my Ryzen 5 CPU cooler without reapplying thermal paste?

So yesterday I started building my new ryzen 5 1600 PC even though my GPU and RAM arent here just so when they come I can just put them in and be ready. So I installed everything except those and today I noticed that the amd logo on my CPU's cooler was above the RAM slots and potentially making it difficult to fill some slots up. So, my questions are: If I remove my cooler and adjust it, will I need to reapply thermal paste even I never even turned my PC on, and if I don't reapply the paste, can I still turn my PC on to see if everything works correctly or is it a bad idea? I'm just asking cause I'm kind of impatient and I don't know when the thermal paste will be here if I order it now. Thanks in advance.

Yes you would need to replace it because it would break the "seal" that the heatsink made with the cpu, making the thermal paste uneven and cause some temperature problems.
