C: drive full and can't delete anything

My C: drive is full and I can no longer install anything on my laptop even if i change the default location to my other hard drive. It doesn't allow me to delete anything from my C: drive because it says the said folder is always in use, so i cant make any space from deleting anything. I am contemplating putting everything on an external hard drive and wiping my laptop and starting from fresh again and see if anything happens. I have switched the trusted installed to my profile so i can delete stuff but that still doesn't work. Any advice would be hugely appreciated :) :)

 
right Click on C Drive go to properties you will see Disk Cleanup Option there Click on it and let it run in the end select everything and Click Ok

If that wont help that much then you have to uninstall the programs that you dont use and reinstall them on another Drive partition
