Sudden shutdown followed by electric shock

Hey guys. I currently have a problem with a new PC I had someone build for me recently and was hoping I could get some answers about what's going on.

So, the problem I'm facing involves the PC turning off simultaneously at seemingly random times while using it. After which, I would notice that the PC wouldn't turn on for at least a minute or two and that when the metallic surfaces of the case were touched (e.g. exposed screws), I would get what I believe to be an electric shock. This has happened twice bearing in mind that I have no idea whether the electricity I'm experiencing was there before the shutdown or after. All I do know however is that even after unplugging all the power cables from my PC I'd still get shocked if I were to touch the surfaces in question (even after the 1-2 minutes have passed and my PC can be turned on again), but keeping the PC turned off for around 5-10 minutes seems to solve the problem, and I stop feeling any electricity till the next time it shuts down.
This has happened twice now (once a day over the past 2 days), and I'm getting kinda worried, so any help would definitely be appreciated.

EDIT: I apologize, but I should've probably mentioned that the apartment I'm currently living in is not properly grounded. Not sure if that actually is the issue but maybe it's worth mentioning.

EDIT 2: So looking inside, the parts seem don't seem to be improperly placed (but I'm not exactly familiar with how desktop's should be put together so I didn't take it apart. Also, the static electricity seemed to have vanished on it's own, so I decided to power it up again, but after a few hours of use it shuts down for the 3rd time (w/o any shocking felt).

EDIT 3: I'm leaning away from electrical problems but I am still unsure. The reasons being that I tried something that might seem a bit crazy, but I decided to leave the PC in idle for an extended period (as in nothing really going aside from background programs) and it didn't turn off once in what was 6hrs+ of idle whilr it has turned off in like a most 4hrs of strenuous(?) use. Does this actually rule out an electrical problem or not? Also could it signify more of a heat-related/malfuntioning-PSU-related issue? Thanks again.

I am almost 100% sure that there is a short in your computer. If your computer is shocking you this is a major sign of some sort of short. Do not power up your PC anymore as you could short out your components. I would recommend removing all components, and your mobo, and re-assemble your computer making sure there are no possible ways a short could occur.

you have it build and they put on a aftermarket cooler did they install it the way it should also open left side of case and see if the cpu aftermarket cooler plate does not made contact with the case that could made a short so you feel electricity and check eveything before using it again even cable from connector on back plate if none of them from ouside part are in contact with any part from case that they should not .

Sorry, but I'm fairly certain the PSU is in the screenshot I took. It's confusing but I typed out only what was missing from the screenshot in the link.
At any rate: it's an EVGA 750W (or supposed to be)
