I've had this problem for a while. My machine would occasionally crash and then give me this message when it tried to boot again. Just trying again had a .5% success rate, unplugging and plugging back in the power and seta connectors on my HDDs (could never remember which was the boot device) had a 5-10% success rate, and waiting a few days after replugging had an 80% success rate. I thought it was the connections or the HDD failing.
So I tried replacing my HDD with an SSD. I look in BIOS, find out which drive is failing to be detected, remove it and replace it with the SSD. Then I try using a thumb drive that I know has Win10 on it and works (I booted and installed off it on another machine), and when I force boot off it through BIOS I get the same damn error.
My hypothesis is that this is a failure of either my USB port being flaky, or the TP67XE motherboard, and my old HDD might actually be totally fine. Does this sound like a motherboard problem to you guys?
