Update/Answer: It seems the motherboard has a limit of what the max capacity can be used. This motherboard can use a max of 16gb (regardless of what you have installed). Other motherboards might be similar, check your "motherboard max memory capacity".

I know this has been asked a lot (I've searched trying to find answers. All the answers I've been over haven't been able to resolve my issue so I figured I would ask an updated question trying to get some light shined.

First I'd like to ask a separate question: Does dual channel memory only show half anyways?

Secondly: I have updated bios for my MB. I am running Win 10 Pro (x64). The memory chips are good. (I've replaced them in each of the 4 slots in different orders and get the same). The channels are good (I've removed half the memory and it still reads 16). CPU-Z Shows 32gb installed, BIOS+Windows Reads 16gb.

Memory Make/Model:
4x8 Kingston PC3-12800 DDR3 Dual Channel (11/11/11/28)
(CPU-Z SPD Stats:
Size: 8192 MB
Max Bandwidth PC3-12800 (800)
Kingston Dual
Voltage: 1.35 V

Bios: American Megatrends Inc. P11-B1 (The newest/latest BIOS for my Motherboard)

Motherboard: ACER INC IPIMB-AR REV:1.02A
Computer Make/Model: Acer Predator G3620

Solution
A little bit of searching online and I found this:

4 x 240-pin DDR3 DIMM slots Supports Dual Channel DDR3 1333 non-ECC , un-buffered memory (Max 16GB)

Source

This would be my guess as to why Windows/BIOS is only reading 16GB.

Answering myself, maybe others will come across it.

I guess I was a little premature asking. I did one last search to check the max capacity of the motherboard and apparently (though I can't find official documents) the max memory for the MoBo is 16gb.
Supports DDR3 SDRAM (4 Slots)
Max. RAM: 16GB

Yeah, I just did one last one (and updated as an answer and was about to update this thread as well), that was the last thing I could check and didn't even think to until I was flipping through related and someone asked what the capacity the motherboard could hold.
