Which is my best upgrade option.... CPU or Graphics card?

So I have built my PC and slowly upgrading it. Mainly trying to wait for sales on key components. Currently I have a I3-6320, with an ASUS Z170M-PLUS mb, an ASUS STRIX GTX950, 32 gb Ripjaws V 2133 mhz RAM, a Sanmsung 950 Pro M.2 SSD and a 1 TB WD HDD. And I have a 450 watt Corsair CSM PSU.

Big question is for my money what is a better upgrade path currently? Video cards are kinda outpriced. With my current PSU I could run a GTX 1060 6 GB. But I feel that also maybe waiting for prices to drop and get a better PSU and video card in the future.

If I choose the wait for the better video card/PSU option, then I was trying to think about either upgrading my CPU to either a I5-7600k, or a I7-7700k. But with the cheaper prices, even changing to a AM4 motherboard and going with a Ryzen 5 1600 could work.

Basically I'm working with a $350 budget, and want to make sure I do the best investment for my money and the best performance path.

After this upgrade when will you get your next paycheck or amount to buy new parts? Personally I think the i3 will hold up fine for now so I would upgrade the GPU now. You could wait a bit more unless you HAD to upgrade now
