So in my task manager, it says that I'm usually using 30% to 25% on Windows 10. I was wondering if this is normal or not.
I'm using 16gb of DDR4 RAM.

yes, regardless of amount of installed memory, windows likes to take up 20-30% of your RAM, 5-15% pagefile (this is the default 'just turned on' windows memory use count).
