I would not recommend a 1440p monitor with a 1060. You should look for a 1080p monitor with a 144hz refresh rate. It will play much better and may look better due to the higher refresh rate.

1. 2560 x 1440 resolution at 60Hz - 1440p is kinda lost on a small 23-24" screen.
2. The best IPS panels are better than the best TN panels .... but unless you are spending $700, you are not getting one of those. IPS panels in the $200 range are horrendous for gaming. That advertised 4ms response time is undoubtedly bogus.
3. Which 1060 ? The 1060 GB is 6% faster than the 3 GB model but it has absolutely nothing to do w/ VRAM. The cause is that the 3 GB model has 10% less shaders.

As long as you have a good CPU and don't mind turning down the settings to med-high then yes the 1060 6gb would be fine at 1440P/60hz.
