Unable to get USB ports to work

Hello I am doing a computer build for school and cannot get USB drivers to work. They gave me a Gigabite h110M- gaming motherboard with a core i3-7300 processor with and I installed Windows 7. Computer boots up fine, just cannot get USB's to work. I have PS/2 mouse and keyboard plugged in for now. WIN 7 has been uninstalled and installed several times with different copies. BIOS does recognize ports when something is plugged in (flash Drive) I have updated the drivers from a disk and from the internet. Windows updates were successful.

Correct the 2.0 ports do not work, I have verified that the keyboard and mouse work on a different PC. Under device manager it shows Intel USB 3.0 eXtensible Host Controller. Under "properties" is states that the device is working properly and when updated, it indicates that "Windows has determined the driver software for your device is up to date"

Strange. I can think of two possibilities but both are rather far-fetched. One is that USB is disabled in BIOS, but then they're not likely to show up normally in Device Manager.

Second is that the ports are damaged. It sometimes happens that some ports (not just USB) are damaged enough to be unusable but the associated hardware still has enough life left to fool the software into thinking that they're working. I occasionally come across such cases but again it's not very likely that all the USB ports are damaged in this manner.

The only thing I can think of suggesting at this point is to clear the BIOS and see what happens.

All USB's were identifiable in BIOS, it was reading such when my flash drive was plugged in.

So this is what we ended having to do. We need Windows 7 installed because unfortunately that is what my course is on so this is needed for labs and such. SO.....
loaded WIN 7 as instructed
Installed LAN driver using a burned CD so that we can get on the internet. (PS/2 keyboard and mouse being used of course)
Updated product key with one that is provided to the school. Product key verified by Windows.
Upgraded to windows 10 via internet. WIN 10 accessibility. Upgrade to WIN 10- Assistive technology
Installed Windows 10 from disk.
Drivers were then installed from flash drive.
Full functionality verified

I am building 10 computers from scratch for new students starting in a couple of weeks. This was the first one. New students will log into a VM to access Windows 7 OS and do course work and labs from there.
