New PC, boots but no video?

Hey guys. First off I read the stickied threads about this already, but it didn't help. So I decided to make a thread to hopefully get some help from you guys. First here are my parts:

CPU: Ryzen 3 1200
Mobo: AsRock AB350 Pro4
RAM: Gskill 8GB (2 x 4GB) DDR4-2800 Memory
PSU: Evga 600b 600w
GPU: Evga 560 Ti*

*: I've built this rig for a friend and he's using my old video card temporarily until he can buy a better one.

Basically I'm worried it's the video card but not entirely sure. The computer boots up and stays on without any issue except for the fact that the monitor won't display anything. We even tried swapping the DVI plug in to the other one on the video card. It didn't change anything.

We don't have the hard drive installed but im sure that doesn't matter. We also didn't plug a keyboard or mouse in yet, but I doubt that would fix it.

If anyone has any ideas what this could be please let me know. I'm rather stumped and this is my fourth computer I've built. I've just never had an issue like this before.

I can't actually put the video card in my old PC to see if it's the problem sadly. Do you think updating the bios would fix it? I didn't even think I could update the bios without seeing a display on the monitor at all.
