If im going to partition my used had drive with a windows 7 installation disc are my files safe from getting deleted?

im going to partition my used hard drive using my windows 7 disc. my HDD got files in it, and i cant partition this 3tb drive with any Partition programs. dont mind that though.

*My question is* If im going to partition my used had drive with a windows 7 installation disc are my files safe from getting deleted? do i still keep my old files after i click new and format in the partition?

I can't comment as I simply don't understand your layout, any drive with any data that has the partitions modified, added to, deleted, etc. will be at risk of losing data, if you are merely shrinking partitions, or will by design lose the data if you delete the partitions.

Disks hold partitions, partitions hold data.
If you delete partitions the data goes.
If you expand/shrink partitions the data may accidentally go as what you are doing is really complex and if, for instance you lose power, everything is gone.
This is a simplification, but it's close enough for our purposes.

im not gonna partition my C drive though just the second drive. and im just gonna create new partition and format the partition so i can use it not the not gonna format the original partition itself

If the different partitions are on separate physical hard disks, then you should be fine as long as you pick the correct one.

If you want the edit one partition on hard disk that has several and you want to keep one it probably better to buy a separate hard drive and move some stuff over before. Windows 7/10 installer can be a bit vague, so I would not attempt it.

Partition magic can do this, but it would make more sense to spend money on a new disk for a one time thing.
