Ryzen 5 OC problem...yes another one

So yesterday I finally upgraded from my old phenom II CPU to a ryzen5 1600. Problem is, I can't even get it to 3.7 ghz stable only when i give it like 1.45V which is waaaay too high especially for the stock cooler. Can anyone please tell me what to do since even people who "lose the silicon lottery" easily hit 3.8.

Ryzen 5 1600
Asus ROG Strix B350-F Gaming
16 GB Gskill Ripjaws V 3000mhz
Seasonic 650W gold rated
Gigabyte GTX 960 4gb
Phanteks P400 tg

Ram won't go higher than 2800
It's by the way not even stable at 3.7 @ 1.3V only if I give it 1.39V

I've tried oc'ing with the ramsat 2133, turns out i still only get it to 3.7 at 1.39V and my RAM doesn't seem to be 100%compatible with my mobo. Asus really needs to improver their QVL...
