CSGO Stuttering/Lag Issue

For a while now CSGO has been very hard to play for it lags very badly when thing happen in game. For example is someone were to shoot a loud gun next to me or if I peak a corner to fast.
I've had this issue for over a year now kinda getting annoyed. Updated everything imaginable, change settings on everything. Weird because I can run everything from Skyrim with a load of mods to VR on the highest settings.
My specs are as listed:
GTX 1080 (Strix)
I7-6700k
1000 Watt PSU
Z170 Pro Gaming MB
Windows 7 Professional
16 GB RAM
64 Bit OS

I have 3 monitors a razor mouse and keyboard with an Astro headset (not sure if any of this matters but it doesn't hurt to say)

Things I know ive tried are:
Disabling SuperFetch
Unparking all my cores (8)
Updating Drivers
Heat is not an issue with my Hyper 212x (from coolermaster)
Reinstalling CSGO and Steam
Defragmenting my harddrive
changing launch options on steam
changing NVIDIA control panel settings (no shader cache, and high power preference)
High power preference on pc settings
Turning my PC on and off again (thanks IT)
Could be more be free to ask me anything to try

Last possible thing I can think of is, A) giving it to an IT guy for him to charge me $300 B) Reinstall windows 7 which im trying to avoid.

P.S Could be a virus too but idk tried Malwarebytes and CCleaner and they didn't find anything that fixed it.
 
I would go to userbenchmark.com and run a bench. It will test all your hardware and compare it to other submissions of your hardware. It will give each component a percentile score and tell you how the hardware is performing to others. That may narrow down the search to see if there is an issue with particular component.

PC Status

Processor
With a brilliant single core score, this CPU is the business: It demolishes everyday tasks such as web browsing, office apps and audio/video playback. Graphics
134% is an outstanding 3D score, it's the bee's knees. This GPU can handle almost all 3D games at very high resolutions and ultra detail levels.
Boot Drive
The boot partition is located on a mechanical or hybrid drive. Moving the system to an SSD will yield far faster boot times, better system responsiveness and faster application load times.
Memory
16GB is enough RAM to run any version of Windows and it's more than sufficient for nearly all games. 16GB also allows for very large file and system caches, software development and batch photo editing/processing.
OS Version
Although Windows 7 is still a viable option, it's now 8 years and 2 months old. This system should be upgraded to Windows 10 which is generally faster and has an improved set of core utilities including better versions of explorer and task manager.

With the Gaming at 107% Desktop at 70% and Workstation at 62% Idk seems fine
 
CSGO has a ton of different tweaks you can make to adjust things so its hard to narrow it down right off. Do you have this problem in any other online games? Any bluescreens or other problems in the system?

Also one quick suggestion, tho this applies more towards Blizzard than Valve, do you have Asus Gamefirst or any other packet shaping software loaded? If so, uninstall and see if it does anything. It's pretty common for high end gaming motherboards to have a network traffic tool, but more often than not it fouls things up. Simply having it installed can cause some games (Overwatch I'm looking at you) to have lag spikes.

packet shaping software? I've never heard of this before, and this doesn't happen with any other games. Could you give some examples of packet shaping software and maybe I do have something like that idk.
 


The name of the software would depend on the NIC on your motherboard. An example would be with Asus. They have a software called GameFirst. It can also be called a LAN optimizer, or something similar along those lines. KillerNIC has a service that can causes a problem (killerservice.exe). If you have Quality of Service setup on your router, that can also cause issues.

So what motherboard do you have?

That board comes with their AI Suite 3 software I believe. Check to see if you have Network iControl enabled. If there is an option under add/remove programs for removing it, I'd try that. You can always reinstall the suite later if you want to.

This is my first off the cuff idea on stuff to try that's minimal configuration or diagnostic. So I wouldn't spend too much time on it, but it's usually worth a shot.

Dont have any installed programs by asus, nor are any of them called AI Suite. Anything else?
 
You just updated your nvidia software. Do you have "NVIDIA Experience" loaded? It's been flagged by some for what you're experiencing. Seems pretty rare but worth checking out since it's simple to reinstall if it's not responsible and you use it.

Also disabling "threaded optimization" from Nvidia control panel has helped some people.

There's some regedit fixes that people have reported worked. It stems from this post. I'm always hesitant to recommend people to mess with their registry. If you do, make sure you back up your registry before hand just in case. It's from a blizzard form but some people from CSGO have said it helped.

Open regedit
Go to: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Multimedia\SystemProfile
There will be an entry for network performance throttling, default value is 10; set it to FFFFFFFF hex (willl look like 0xFFFFFFFF to the right of the entry)
Reboot


Beyond that, there may be some config tweaks to do but that's starting to get beyond my knowledge. In which case a CSGO specific forum may be worth hitting up.
