16gb installed only 8 usable

I have already seen many threads about it but none of them helped me...
I installed 16gb ram 2x8gb, when I go to PC properties it dedicates 16gb but says that only 7.95 are usable, it's written like so '16GB (7.95GB usable)'
My system:
AMD R5 1600
MSI B350M mortar arctic
GTX 980 G1 GAMING
Crucial 16GB ddr4 2133mhz - CT2K8G4DFS8213

I checked it, and while checking I saw I have small piece of rubber stack in the slot, (fell from my screw driver when I built the pc)
I cleaned it but I'm afraid the some of it got stack inside of it... Can it be?

I cleaned it and still nothing. it still recognizes 16gb of memory but only 7.95GB are available

I have Windows 10 pro x64 as far as I know... How do I check that?

it seems this was the answer that seems to fit with your issue as well, might give it a try to see.

Yeah i had the same **** issue with 16GB Ram. It always used around 7-8GB in Idle and that's way too much. You can Turn off The Auto Ram Virtualisation. Open System by clicking the Start button Picture of the Start button, right-clicking Computer, and then clicking Properties.
In the left pane, click Advanced system settings. Administrator permission required If you're prompted for an administrator password or confirmation, type the password or provide confirmation.
On the Advanced tab, under Performance, click Settings.
Click the Advanced tab, and then, under Virtual memory, click Change.
Clear the Automatically manage paging file size for all drives check box.
Just try to Uncheck the Automatically RAM *** and restart ur pc and look how ur ram usage is after taking the auto thing out. After Restarting your Computer you need to check if the Ram usage is lower under idle. If it worked for you, you can put back the Automatically Ram usage and look after that again if your ram usage is still the same as before. For me it worked well to just uncheck and after restart to bring it back to automatically mode. Now my Ram usage is in idle around 12-16% and that's normale usage

Didn't work either... I've just seen that I didn't activate my windows (the grey message in the right bottom of the screen)
Can it be that?

My window is licensed but someone told me it doesn't matter...
And I didn't understand what you suggested

I just had the same problem. I have 4 slots, I kept switching the 2 pieces, placing them in random combinations among the 4 slots until it worked. o.o

One of my ram sticks was broken...
I tired it by it self and in another pc. Talk to the company which sold you that or something...
