Pc wont start with pci pluged in

Hi so i had some problems when my monitor went out of signal while gaming here and there,everyone on the forums told me to rma the gpu so i rma'd the gpu and they sent it back saying the gpu if fine so i put it back in my pc and the windows loaded fine but after few seconds got black screen so i turned the pc off and now it wont turn on at all when the pci cable is pluged in but if i unplug the pci it runs fine on integrated graphics.

Gpu rx 480 8gb red devil
Cpu i5 6500
Mbo asrock b150 pro4
Ram hyperx black fury 16gb 2133
Psu evga 500b 500w
Monitor aoc g2460pf pluged with DP

I dont know anyone who could land me their gpu so i can try in my pc or them to try my gpu in their pc but my friend is going to land me different psu so ill try that tonight. Can i just leave my psu in and use the other one just for pci or shuld i swap the whole psu ( i dont want to take my psu out because my cables are nice and tucked in)

You can test with the other psu besides the case,but i would change all necessary power cables to the other test psu,disconnect your current psu (cables) from the pc and use it's power cable (from the wall) for the test psu so you know it get's no power from the wall.

Just tryed my gpu in frinds pc and had the same problem,pc didnt turn on at all and my pc with his gtx960 worked fine but the pc didnt see the gpu but i think its because i have no drivers instslled
