RX580 4GB not sure if working corectly

Ok guys I have a RX580 4GB from Gaming, Gigabyte ( https://www.gigabyte.com/Graphics-Card/GV-RX580GAMING-4GD-rev-10-11#kf) and I installed few days ago on a MSI mortar arctic B350 and I am running a Ryze 5-1600, 2666MHz RAM from Corsair LPX.

Everything was running smoothly, and I was controlling bt graphic card with the Aorus software from gigabye website. I made my own profile with Clock 1340, and memory default 7000. ( default settings in the app). But few days ago i started having trouble , the aorus was displaying 300Mhz for clock, and 1000 for memory. I was playing PUBG and I was getting 20 FPS where I was always getting 60. I uninstalled the Aorus Graphic Engine controller , and started monitoring with Radeon Wattman. I reinstalled the drivers in order to make it work. Now i am getting 60FPS but it's not as constant as before. I will show you some print screens from Wattman. When I enter that watman both GPU and memory are at 300MHZ, and when i play they go up to 1340/7500 memory but on the graphs it always goes up and down.

I am a newbie when it comes to graphic cards, so I would like advice from you guys, tell me if this is normal and what happened

Is this normal? Going up and down from 300/300 to my 1340/7500 all the time? I am not sure if anything is wrong actually. I saw topic on forums but i didn't understand really
 
Solution
I personally do not like AMD Wattman.

I would install MSI Afterburner and use that for anything you may want to do with your GPU. See if it helps. If not, then it must be something.
