Huge internet lag spikes after 3 or 4 minutes for short period of time

Hello. I started getting higher ping and also ping spikes in every game. I ran 2 antivirus programs to see if some spyware doesnt eating my download speed, but no. I also factory reset and upgraded my router. I'm using wired connection & windows 7. I called my ISP but everything was fine on their side, so I ran PingPlotter and there were showing spikes and 100% package losss every 3-4 minutes for about 15 seconds. I checked google many times too. I do not see any difference than at the beginning. Sorry for my bad English. I will appreciate any help.

First of all thanks for response. I tried connecting direct to pc without router, the pc doesnt recognize the network. I have also connected (by my ISP) to my network some sort of thing. Its called carrier poe adpoater (I.T.E, power supply). I don't really know for whats this, maybe signal amplifier...? And I also can't connect more devices, because I haven't got them, I tried using mobile with otg ethernet adapter, but that doesn't work. Maybe wrong adapter. If it helps I have 8yr old router - TP-LINK TL-WR543G.
