Computer will not turn on but mobo lights turn on.

I have tried so many trouble shooting techniques, but i get what is in the video, lights, but no fans POST noises, nothing. What you see is exactly the problem.

I am at a loss for words.

You can't doubt or assume anything. You have to confirm everything in that checklist. Bread boarding is used to also confirm grounding issues in the build. Are there any diagnostic led codes/lights on the motherboard? If the system worked prior to the delid, then you have your answer.
