Yes but the FX 9590 is a very poor processor.

Thank you thats all i needed to hear, i was just worried because dual 1070 is pcie 3.0 but the mobo is pcie 2.0

It won't matter because the 1070 doesn't use more than 8X PCIE 2.0 (aka 4x PICE 3.0) bandwidth. the 1080Ti @ 4k barely breaks 16x PICE 2.0 (8x PICE 3.0).

Your board supports dual 16X. 3 cards would be 16x/8x/8x.
