Problems with upgrading from a HDD to a SSD

Guys I need some help
I just upgraded my hdd to a 960 evo m.2 ssd, I planned to format the hdd and use it as a storage drive. However when I go to disk management to try to format the hdd it does not show up. Also when I go into my BIOS to set the hdd as a second boot drive it is not there as well. I'm sure that the cables are connected correctly and I've been switching the sata ports to see if that changes anything.
Please help and thanks in advance.

Try unplugging the SSD and leave the HDD plugged in alone. See if it shows up in BIOS then.

Did you make sure the drive is spinning? First thing to know is if it's actually turned on.

I unplugged the hdd, installed the m.2 and the windows 10 usb and did a clean install of windows 10

Then the drive is faulty, or the cable(s) are faulty, or the motherboard port is faulty.

It does not appear in Disk Management, and that does not lie.

But when I disconnect the ssd then the hdd shows up

could the problem be that both drives have windows on them?

I'll bet there are 1 or more SATA ports disabled when you use the m.2 port.
What specific motherboard is this?
