Hi there!
I've probably been in computer gaming for 5 years now, and I've not once ever overclocked, and I think I wanna start learning about it, if not doing it. Not knowing much at all, I think I wanna just put my system specs out there and maybe someone can read it and give me a little knowledge or guidance on if I should, could, or what.
Case: InWin 909
Motherboard: Gigabyte Gaming 9
CPU: i9 7900x
Video Cards: Two MSI 970's, (main thing I wasn't able to upgrade yet)
Power supply: Corsair RM1000i
Ram: Corsair DDR4 Domiator Platinum 3200mhz
Hard Drives" 4tb WD Blue, 500gb WD Blue.
Samsung 950 Pro 256gb M.2
Samsung 950 Pro 512GB M.2.
Fans: Two front 140's blowing towards the back.
Three 120's in the back, with 2 being on the H100iV2 radiator.

There's easily enough room for two fans on the other side of the radiator, and there's a section right below the video cards and I can out fans to blow out the vent right below, or blow up. If I'm not mistaked they can be 120''s.

What is your objective?
Is gaming the primary usage of your pc?
What kinds of games do you play?
Games such as fast action shooters depend on great graphics.
multiplayer like many threads. You are tops there.
Games such as sims, strategy and mmo tend to depend on the performance of the single master thread.
I9-7900X will turbo up to 4.5 on a single thread under proper conditions.
I am not certain if you can effectively increase this with overclocking.
If you want to try, you could start with increasing the multiplier for some of the cores and see how you do.

You will win synthetic fps benchmarks with dual GTX970 cards. I suppose you could try overclocking them.
But, if you bought factory overclocked versions, they will already have...
Your hardware seems well suited to overclocking. Take it easy. Do lots of stability testing, including gaming. Follow a how-to step by step. There are amny online. Some text + photos. Some youtube videos. Pick the type you like best.

But, if you bought factory overclocked versions, they will already have been binned and may not have more headroom left.

For gaming, I think your experience would be better if you traded out the pair for a good GTX1080ti.
You will get reduced stuttering, screen tearing and avoid non support of sli issues.
