I5-4690K is still a very good gaming processor.
And, if you have a overclockable motherboard, you can get some 20% more cpu capability out of it.

For most games, I see your GTX1060 as your limiting factor.

To see if your current setup can handle a stronger graphics card, try this test:
Run YOUR games, but lower your resolution and eye candy.
If your FPS increases, it indicates that your cpu is strong enough to drive a better graphics configuration.
If your FPS stays the same, you are likely more cpu limited.

If you upgrade a graphics card, make it a significant jump.
GTX1080 or GTX1080ti.
Any less and you may be disappointed if you do not see magical results.

Depends. If you have a high refresh rate monitor (120hz+) you'll probably want a better CPU. If you're going the 1440p/4k+ route, then you'd probably want a better GPU;but if you don't need to upgrade, don't. That's a very capable system, so if you aren't needing more FPS then don't upgrade, but if you do, do.

Your cpu/mobo/ram is probably good for YEARS (For gaming) if the trends in CPU keep going as they have been. We get like 5-10% IPC (instructions per clock) improvement each generation.
If you are 1080p gaming, I wouldn't upgrade your graphics card until you intend to go to a higher resolution monitor.

Yes, since you have water cooling you can probably get to 4.7Ghz (the stock is max 3.9Ghz). It's pretty easy and can only damage it if you turn the voltage way up.

Manually is much better. Just follow a guide such as this: https://www.youtube.com/watch?v=cVNKWhJ_psA

And no you won't see that much of an improvement with a 1070. It will be noticeable but not night and day.
