Zotac 1080 ti AMP! Extreme can't reach go above 60hz without screen issues

So I bought a Zotac 1080 ti and it would cause my screen to become green/static whenever I manually changed the refresh rate higher than 60hz. I therefore sent it back and got a refund thankfully so I am looking again for another 1080 ti (or the same if its another issue) or a fix. my current build is as follows: i5-4690k, msi z97 gaming 5 mobo, 16gb ram, 80+ EVGA PSU, and a gn246hl monitor. I was told that a 1080 ti would be bottle necked by an i5-4690k and was wondering if that was the true issue. Either way, sorry if I respond late and thank you in advanced if I personally forget to do so!

Where are you turning up the refresh rate? I assume in Nvidia's control panel?

Whether a 4690K would "bottleneck" a 1080TI depends on the title. Overall, a 4690K is still a very, very strong gaming chip.

I would expect the 1080p resolution (144Hz or otherwise) to be the limiting factor with a 1080TI long before a 4690K would be.

I right click the desktop itself and go through display settings to change my refresh rate.

That's your monitor limiting your refresh rate a 1080 ti should handle 1080p at 240hz ez... Your best bet with a 1080ti to get best results would be to get a monitor with g-sync. That will adjust the hz to what ever the card is pumping out fps wise
