Unusually low frame rates and stutters in BF1

Okay, so I recently upgraded to a Ryzen 5 1600x and bought the EVGA GTC 1080FTW2 (did a completely new build, freshly installed everything, flashed the newest BIOS for the ASrock AB350M Pro4). So I fired up BF1 to see how it runs on a 1080p 144Hz monitor and surprisingly enough, I am sitting at 90-100fps, sometimes 120-130 when there isn't a lot going on. I have the game maxed out and the in-game res scaling at 100%, and I understand that Ryzen is a *BIT* behind Intel when it comes to gaming, but paired up with a 1080 from what I read I should be sitting at 140-150 constant.

Other specs:
16GB Cruscial Ballistix 2667MHz Memory (4x4GB)
Samsung 850Evo 500GB (which is where the Game's installed)
650W Seasonic PSU (80+ Gold)

I am runing the CPU OC'd @3,9GHz & 1,3125 Volts, but that doesn't seem to be the issue, as resetting the BIOS to defaults and testing again gives me the same results. The RAM isn't the issue, tested that. The CPU is usually sitting at around 50% load and the GPU at about 65-80%(weird?), so definitely no bottlenecking. No throttling either, as the temps usually don't go past 75°C max and the GPU clock speed is 1950MHz constant. This IS multiplayer we're talking about, but still I feel like more should be delivered by the card...am I right?

Other options I have checked out:
Drivers (GPU, MoBo, Chipset)
Custom fan curve
Deactivating "game mode" in windows (helped somewhat, but not much)

Yet to do:
Uninstalling the "creators update for win10"
BIOS-resetting the card itself
Win10 reinstall (*REALLY* don't want to go through the entire thing again xD).

Any clues are welcome!

It's because your playing on multiplayer, try a single player level and the FPS should be fairly similar to the benchmarks.

Not really the point. I have read from other users and seen benchmarks where people's numbers never dip below 130s in mp as well. I have however switched back to DX11 and that did fix the issue for the most part.
