GTX 970 OR GTX 1060 3gb?

Solution
The only way to completely remove screen tear without vsync is using Gsync or Freesync because screen tear still happen even when the frame rate is below refresh rates. Screen tear is always the trade off if you want the lowest input lag. At least that's how it was with current mainstream monitors. The old school solution is the best: CRT monitors.

Usually dropping 10 in model puts you at last generation. So the Gtx 970 is in performance range of the Gtx 1060.

There is also the 1050 ti model that drops a a bit in performance but gives you 4 Gb like the Gtx 970 which may give you some more longevity.

Both should work and perform similarly. Gtx 970 gives 1 gb more, I think, more vram so that doesn't hurt.

I suggest you get a G4560 and the GTX1060. In some countries the 4560 might be overpriced because Intel is lowering their production afaik, so you might wanna get the 4600 instead, since it's a stronger CPU and it might be the same price or even lower. It should be in your budget, but I'm not 100% sure.

G4600 is around $82 here and used $i3 6100 is around the same price too, which would you personally go for?

As far as I can see, they have exact performance(compared using cpu.benchmark.com) and honestly I'd much rather go for a new 4600 than a used i3 even if the 4600 was a bit weaker. So yeah, long story short take the 4600.
