Is my ISP scamming me?

So I´ve been experiecing slow internet and high ping and high packet loss in LoL for some months, so I´m trying to discover if it is my Router causing the problem or it is my ISP (MEO) that´s scamming me.

The package I´m using says: "200/100 Mbps (Download/upload)"
Speedtest.net results said: Download speed ~14 mbps, Upload speed ~20 mbps, Ping ranges from 6 to 11ms.

ipconfig /flushdns did not work and I do not have any other apps in the background while playing LoL, and normally only 2/3 people (including me) are using the internet at my house.

So is it my ISP or router?

Ps: I can´t connect a cable to my pc because the router is on the other side of the room.

Have someone use an ethernet cable to the router and run the speed test. If your wifi is not configured properly on your router, you could end up with very poor speeds. It's always best to use ethernet whenever possible due to all of the issues that can effect a wireless signal.

Performance via WiFi does not count.
They deliver a signal of XX speed to your modem/router. After that...its all on you.
And WiFi being slower is a usual situation.

I know you do not want to run a cable across the room, but that is the ONLY way to test.
Just run a temp cable and see what happens.
WiFi is FAR to variable for any diagnosis.

I´ll try to get a cable then... But like I have a TP link, something like this https://www.google.pt/search?q=Tp-link&client=firefox-b-ab&dcr=0&source=lnms&tbm=isch&sa=X&ved=0ahUKEwjls4S43LvWAhUB1BoKHfh7CTcQ_AUICigB&biw=1600&bih=789#imgrc=AqGwwpgMmxuwdM:

It´s connected to the front of my Tower so I can receive the WiFi signal. Will itt interfere with the cable, or should I remove it before connecting the cable??

Remove it first. That USB dongle could be making it even slower than WiFi.

aaarrgggg...those little WiFi things are terrible. There is only so much antenna you can pack into 0.5" x 0.5"
Yes, disconnect it and try with a Cat5e cable.

And as far as not wanting to run a cable across the room? Creative cable placement and color coordinated cable makes it almost disappear.
