I'm buying a new pc atm and I want to go for i7-7740x but it only has 16 pcie lanes and I'm going to buy a 1080ti strix oc gaming which uses all of them. I also have a samsung 960evo that's pcie ssd and I want to know if I'm going to lose out on their potential since they are "held back" by the cpu. should I get a different CPU? if so, which one? I'm using my pc purely for gaming but I have some interest in streaming and maybe recording and making videos. money is not a problem.

Solution
The GPU will use PCIe lanes from the i7-7740x CPU. The M.2 will use PCIe lanes from the X299 Chipset.

Sure thing, just to add to this discussion note that PCI-E lanes coming directly from the CPU offer more performance.
