Some games that i play, and only in games, the gpu will suddenly jump the temp to 95/96 degrees celsius and then it will go down again. It looks like it happens when gpu usage is in 99%. I noticed this because the fan get really loud and it got me worried

If you google "video card max temp" it tells you that Nvidia gpus top out at 105c, probably about the same for AMDs. If you aren't getting artifacts or performance problems perhaps you'll be ok for a while. I had an xfx radeon hd 6870 that started getting up near 90c and it didn't last long before it just died completely. I know that's not what you want to hear but it was probably just because I had a crappy xfx card. Thermal pastes can go bad with time, bearings in fans can go causing slower fan rotation. They sell aftermarket gpu coolers, most these days are liquid systems with a radiator. I have seen non-liquid ones in the past, but I'm not sure if they still exist. It's all about how much time and work and research and money...

It's not abnormal for gpu usage to sit at 99%(or 100%) with modern 3D games. The temperature spikes then goes down while still at 99% usage? Where does the temp normally sit while gaming? If it's a new card it could be a manufacturing defect and you may be able to RMA it. If it's an old card it could be all clogged up with dust, or the fan may be going bad. What's the model/manufacturer of the card? 95c is getting quite hot, I'd avoid using it for gaming until you figure this out.

I bought this gpu last year, can't RMA It anymore. I checked for dust and it is clean. I recently changed my mobo and my hdd broke, so I bought a new hdd and when I started windows everything seemed normal. When I open a game (and this didn't happen before) it will run normally for a while but then the Temps start to go up until it hits 87 degrees, and then it varies between 92 and 84 (stays mostly between 87-86) and it's always at 99% usage. It couldn't be the air flow because it's been in the same position since last year and it started just now to do this.
