Which PC can Skyrim Special Edition run with these mods mentioned?

Depends how well you want to run it. If you're ok with 20 fps, then pretty much most systems with a mid-grade video card can do it.

1. The ENB is the big framerate killer. It has a gazillion options though so its impossible to predict framerate, other than saying you can bring even a high-end system to its knees if you turn the options high enough.

2. Slight GPU use for effects.

3. Overlay, negligible impact.

4, 5. Textures, negligible impact except for increasing required VRAM.

6, 7. Increased model/transparency complexity. Moderately increases GPU use.

FWIW, I play on a laptop with a Haswell i7 and Nvidia 970m. I get 40+ fps in outdoor areas, 60+ indoors with over 100 mods including all of the ones you've listed. But I spent several days tweaking the ENB to turn down or turn off many of the effects which heavily impacted fps for little visual gain (e.g. depth of field - great for screenshots, sucks for performance).
