I have some questions about bad wiring in dsl causing lag

Does bent/rough conditioned DSL internet wiring affect upload and download speeds? Does an old router cause packet loss as well? I am getting terrible upload and download speeds: 2 dwn and 0.07 upload. even though I have a 4mbps unlimited package. Help please
[ Ping is also spiking from 220 (in battlefield 1 ps4) to 2000+. especially if someone even opens a somewhat internet intensive app such as fbook or ytube.

I know that its slow but my ping used to be around 200-250 which was perfectly playable, even under load such as fbook. But now its super slow, giving my ~2mb dwn and 0.08 up which is horrible

One more thing, I have a phone as well with my DSL and the splitter cable broke so i unplugged my phone and directly connected to th internet. could this be the casue of my problems
