GPU Powers on, but isn't used.

I just recently bought a Geforce GTX 1060 Founders Edition. However, when I upgraded, I noticed that my game performance hit the absolute lowest point it could go. Apparently, the GPU doesn't show up in Device Manager, no options for it in the BIOS, and all NVIDIA driver installations fail with the message "Nvidia installer failed." Also, when I right click the Desktop, NVIDIA Control Panel doesn't show up. Despite all this however, the GPU is clearly powered on since the Green lights with the words GEFORCE GTX 1060 are on, its fan is on, and the Motherboard map in the BIOS actually recognizes that a PCI-E x16 Nvidia device is plugged in. Also, the HDMI cable from my monitor works perfectly when plugged into the GPU. I need to know how to fix this so I can actually use this. Thanks.

Possibly try uninstalling all Nvidia drivers first? An old one could be interfering with installing the new one. Then make sure you're getting the latest version from Nvidia's site. If you don't see "Nvidia control panel" when right clicking on the desktop then it must be a software issue.

I have no programs for Nvidia or drivers installed. I've tried downloading them, but the installation always fails with no reason other than "Nvidia Installer Failed."
