Is this a good deal?

It's a combo deal for mini mobo, ryzen 5 1600, and DDR4 3200 RAM. I noticed the mobo has been antiquated with a newer model with more fans and temp sensors:

That other link is for a different board the AB350M D3H

I think its a very solid deal.

What I mean is that the AB350M D3H is apparently the same board as the AB350M at the same price, but with additional features (at least more temp sensors and fans from what I can tell). It's an "improved" model. I was worried that maybe the AB350M regular might not have adequate sensors and fans so that's why they came out with the D3H.

The board included in that bundle is the AB350M-Gaming 3. The D3H is a different non Gaming model. Gigabyte (and the other manufacturers) thend to offer a lot of varieties of their boards with similar features. Its not an improved model, its just a different model.

The Gaming 3 has better audio, LED headers, water cooling headers, for example. And its a full size ATX board while the D3H is a microATX board.
