No. That board is not compatible with that OLD dinosaur of a CPU. I'd start over and use this site https://uk.pcpartpicker.com/ which helps with compatibility. Start off with a G4560 or a Ryzen 1200 or 1300. That board is compatible with those two chips.

Both of those CPUs also include their own heatsink and fan combo. The TX3 would be any better.

That's not really all that great of a PSU. The Seasonic 520W or maybe...
