It actually won't damage the CPU, there has been no proof of this happening. However I do agree building with DDR3 to start is a waste of money.

Ok for the first build and the only build I will talk about is you have a $600 budget I assume? You want to game or video edit? Also not a good thing to pick oem tray cpus for either gaming or video editing.

That is a good amd cpu for the money and budget you have, however for gaming you may want to go intel, which means different motherboard also, but editing would be more amd vs gaming is intel. You can game with amd base cpu but its not as good as intels.

Whatever you do, do not buy an FX-9590. The worst processor you can buy. Building off an FX-4350 in this day and age is a massive waste of money as well. I wish stores would just toss those old FX parts in the dumpster instead of tricking unsuspecting folks who don't know any better.

Nerdy Nerd gave you a decent low end build, do that.

Motherboard has risk of not working with the CPU. I wouldn't waste money with a risk when a b250 motherboard can be bought at similar price.
Why DDR3? The high voltage will damage the CPU over time, anyways.
