The Maximus only has 2 DIMM slots for memory, the TUF has 4. The reason for that is it has a new DIMM M2 slot for 2 M.2 drives.
Maximus has more slots, better audio, 2 more USB 3.1 ports, 2 less USB 2.0, and a lot more provisions for watercooling and crazy overclocks.

The Apex only having 2 memory slots has nothing to do with the slot for m.2 drives.
The board is designed for maximum overclocking, having 2 memory slots means they can be closer to the cpu while having shorter traces on the motherboard.
I would go for the TUF board unless you are really into overclocking and want to push your cpu and memory to the limits.

While you're correct about the slots for overclocking, there also physically is not enough room for 2 more dimm slots, because of the M.2 DIMM slot that is there. They are there so that you can use a 4 slot memory cooler to cool your M.2 drives.

Unless you plan to overclock the hell out of your CPU, and use the newest fastest ram possible, the TUF is more than enough for a normal person. The Maximus is a waste of money.

I mean disregarding cost of course the Maximus is better simply for the audio and other little features like that (plus it looks cooler), but if you're not planning on crazy expensive memory and crazy overclocks its a waste.
